GOI plans to distribute COVID-19 vaccines to healthcare workers first

The Indian government has reportedly expressed plans for the distribution of COVID-19 vaccine beginning from healthcare workers with other groups to be covered in later stages under the initiative. The campaign is likely to take place for more than a year, with the states and union territories creating a three-tier system as per the Centre’s directions.

The preparatory-phase responsibilities of the state task force reportedly comprise the identification of vaccinators across both, private and government sectors, for minimizing the disruption of routine immunization services with the introduction of COVID-19 vaccine. These vaccinators will be responsible for mapping and planning sessions for the vaccination of healthcare workers. Additionally, these workers will also have to recognize and deploy a work force across departments for the verification of beneficiaries, management of crowd, and for overall coordination at session sites.

Guidelines of Rajesh Bhushan, the Union Health Secretary, in this regard make it clear that the introduction of COVID-19 vaccine will take more than a year with numerous groups being included in a sequential manner. It is, therefore, significant to develop a strong coordination and advisory mechanism at the district and state-level for the purpose of guiding the process of COVID-19 vaccine introduction while assuring the minimal disruption of other routine healthcare services, comprising immunization.

During the preparatory phase, state-level steering committees are mandated to look at issues comprising communication planning, cold-chain preparedness, and operational planning. These committees would be responsible for developing strategies pertaining to numerous state-specific challenges like accessing hard-to-reach areas, geographical terrain, and network connectivity along with the availability of CSR funds for the advancement of vaccine-related activities.

Sources state that upon availability of the vaccine, the committee’s duties will comprise undertaking regular vaccine coverage reviews, checking social media for misinformation, in addition to assuring the active participation of stakeholders. Reports state that Bhushan had previously written to chief secretaries of all states and Union Territories asking them to formulate three-tier committees for overseeing the launch of the vaccine, further addressing any hiccups inclusive of rumors.
